Barbara Loughman is a partner at Soule, Leslie, Sayward, Kidder & Loughman. Barbara attended Smith College, the University of New Hampshire and the University of Maryland. She received her J.D. from the University of Maryland in 1980 (Order of the Coif). She was admitted to the New Hampshire Bar in 1981. She is also a member of the bars of the United States District Court for the District of New Hampshire, the First Circuit Court of Appeals, and the United States Supreme Court. Barbara focuses her practice primarily on all aspects of School Law and Municipal Law including administrative hearings, trials and appeals.
Barbara has served as a lecturer at a number of School and Municipal Law conferences over the years. At the 2015 Bradley F.Kidder Education Law Conference, she was presented with the Annual Bradley F. Kidder Award for Outstanding Service to the Field of School Law. Barbara is a member of the New Hampshire Bar Association, Municipal Law Section, American Bar Association, and Council of School Attorneys of the National School Boards Association. She is a past president of the New Hampshire Council of School Attorneys.
